tagging the current level

Should we really be allowed to tag a level before its done? What if an element looks like one thing, but when the level is completed it looks like something else? We'd still have both tags, and the first one is meaningless.

And sometimes, it seems like we're jumping the gun. I think we should focus on finishing the level before we start tagging it. Just thoughts. What does everyone else think?
