The rating system, akin to sitobux as you had talked about before, seems like a worse idea than a dynamic limitation system based burely on time and other participents. It'd allow a cabal of players to take over the grid and maintain that control, enforcing their potentially limited ideas of how the grid should be. At least in the worse case. On the other hand the grid is driven by a community. The voding system gould be checked by another organic idea, that is decay. If the ratings decayed over time in some way it'd prevent a cabal from strictly controlling the grid without the ability of other players to wrest control from them.
