both the Gimp and Paint.NET are free programs. The Gimp is the way to go. It has most of the functions of Photoshop and has available plugins. Paint.NET is much simpler with not as many tools but it is probably a much better program to use than simple Paint. It also can use many photoshop plugins after a converter plugin is installed. The big feature that any program needs for this type of work is the ability to use layers.
